"This link can no longer be used to complete your request."

I can't unlock my Apple ID because every link Apple has sent me is getting "This link can no longer be used to complete your request". I've tried 9 times now but it's not worked ever. I have access to the mail but I can't mail from it so Apple Support really doesn't work either
