Areas of apple maps are missing 3d support when they once had them
Malaga, Cadiz, La línea, at Spain had 3D maps but they have lost that functionality for a long time on both Macs and iOS.
Anyone knows what’s going on?

I noticed this too for Houston, Texas, one of the originally supported 3D map locations. The only fix I found was to initiate a "Flyover Tour" by zooming out until you can click on the city name and then select "Flyover Tour". This forced the Maps app to load the 3D data, and once I canceled the flyover, the map reverted to functioning as expected.
This is definitely a bug that has been ongoing and unresolved for at least a year, and I haven't seen a single other useful solution or workaround. At the root, there seems to be a snag preventing the 3D data from loading by default. Might be on Apple's end, but could just as easily be related to your network's security settings (particularly in a corporate environment).
