apple logo keeps coming up

I have an iPhone that just keeps showing the apple logo then blanks out in a couple of seconds and does the same thing again.

iPad keep showing the Apple logo and then turning off Apple logo appears for a few seconds then screen goes black. iPad logo appears again then screen goes black again. Keeps repeating. [Re-Titled by Moderator]

My iPhone is stuck on the Apple logo I put my iPhone on the charger and the little spinning wheel appeared just before the Apple logo appeared... now it's just stuck on the logo that intermittently disappears for a second or two then reappears. [Re-Titled by Moderator]
