My Macbook air won't let me download anything but when I start rapidly clicking the download button on the website i'm using this message comes in downloads up Safari can’t open the file “subject” because the file is still being downloaded. Can someone please help me? I can't find the download in finder either.

If you're unable to download files in Safari, you can start with these recommended steps: If you can’t download an item from the web using Safari on Mac
If you have any sort of security/antivirus/vpn software installed on the computer, try disabling it as that may be preventing downloads.
Also, make sure you've covered the basics like restarting the computer and making sure it's up to date.
If Safari downloads are still not working, you'll want to isolate if it's a user account based problem or a system wide problem. You'll want to create a test user account on the computer, then switch over to that account and try downloading something in Safari there to see if it works or not.

The messages you described have to do with a pending file download. Finder is where you open files.
