I cannot sign in my Apple ID on my iPad and it says it could not create Apple ID. Too many attempts to create new Apple ID. Contact Apple support to request another Apple id

So it appears you said you "cannot sign in" but the error message says you cannot create an Apple ID. Are you sure you are clicking on sign in and not create an account?

If you already have an Apple ID you just need to sign in, not create one.

If you don't already have an Apple ID, and the device won't allow you to create one, you can create an Apple ID on another device at appleid.apple.com and then simply sign in on your iPad.

Or, if you already have an Apple ID set up with iCloud, sign in with that Apple ID instead.
