How to highlight part of a photo using Photos.app annotate feature on MacOS

I have a photograph of some text, and I would like to highlight a portion of it. So I want to make some of it yellow, but you need to be able to see the text through the yellow.


In the Photos app on the Mac, once you go into Edit you can then choose "Annotate" by clicking the three little dots. Annotate has a highlighting tool. The tool tip describes it as "Annotate Selection". However, I have been unable to find any way to select a portion of the photo to highlight.


Does anyone know how to highlight a portion of a photograph in Photos.app on the Mac? I'm using MacOS Ventura.
