I tried to pay car service bill with apple pay - $1600.00. They said the purchase was declined because it exceeded the limit. What limit? (The overall limit is $12,000 - I'm WAY below that)

I have feeling it could be a merchant restriction/limitation or if outside the US a restriction some merchants and governments have in place.
