trying to upgrade safari to 15.0 from 14.1.1. running Catalina 10.15.7. Can't get software update under apple menu to show anything. The gear just keeps spinning around and around.

Try Software Update while in Safe Mode.

If Safe Mode does not work try reseting NVRAM. Either or both methods have been anecdotally reported to work.
FWIW, there is no Software Update under the Apple Menu in Catalina. It's in System Preferences > Software Update.
But system preferences is under the apple menu (icon). So Software Update is under the apple menu just two levels down.
Software Updates says "checking for updates..." but just keeps spinning around and around. Nothing else has hapeened for 15 minutes.
