Bought a cellular SE Apple Watch and have an Apple iPhone 14 Pro. Tracfone doesn’t seem to be supported for my watch. Can I receive calls and send messages with it even if it’s not supported? Should I send it back and get a non-cellular one?

You are correct in that Tracfone isn't supported by the Apple Watch. Here is a list of the supported cellular carriers:
Apple Watch - Carriers - Apple
You can take calls and send/receive messages without a cellular connection, provided your iPhone is within Bluetooth distance of your Apple Watch.
It's up to you whether you want to return the watch for a GPS model, or switch to a carrier that supports it. (Standard return time is 14 days for full refund.)

Cellular communications require cellular plan.
It'll work as a Wi-Fi and Bluetooth connected device, when within range of the iPhone.
You can still use it as a GPS-only watch as the others have described. Just skip setting up the cellular feature in step 8 of:
Set up your Apple Watch - Apple Support
Although, this option may be more expensive than an actual GPS-only watch, you already have it (and can avoid the hassle of exchanging it) and if Tracfone ever does support it in the future (or you switch carriers) you will be able to use it as a GPS+Cellular watch.
