System Data taking up 207GB of 251GB Storage

I cleared up 19GB of storage on my Mac because it had less than 3 GB of storage left. I checked my storage after restarting and I had less than 1GB of storage left!! All of the storage I had freed up was immediately used by system data without my consent. System Data taking up more than 85% of my storage is way too ridiculous. How do I get my storage back without having to clear my Mac?
