Troubleshooting Apple Wallet and Photo ID:

1. Go Here: Add your Driver's License or State ID to Apple Wallet - Apple Support
2. Scroll to: If you can't add your driver's license or state ID
3. Proceed form there as necessary.

Currently only 4 states in the United States support adding their driver licenses to Apple Watch. I'm not aware of any option to do it anywhere else in the world. Also see: https://learn.wallet.apple/id#states-list
