Use watch without phone

You need an iPhone to setup an Apple Watch, there is no way around it.

Family Setup allows parents or family members to set up an Apple Watch for a child or other family member, with their own iPhone, but keeping it separate from their iPhone and data. That is the only way to set up an Apple Watch when the person that owns the Apple Watch does not own an iPhone.

Watches set up in this way, will have some restrictions and feature limitations due to the lack of a paired iPhone.

If you actually own an iPhone 8 or newer, you can setup your Apple Watch. If you have a cellular Apple Watch, and you have arranged with your cellular carrier to share your iPhone's phone number, you can leave your iPhone at home.

If you want to receive SMS/MMS messages on the Apple Watch, you will need to leave the iPhone powered on, and able to access the Internet, but that can be with the iPhone at home.
