It will give that message if you are attempting to send money to someone for the first time, especially if it is in large amounts. It will also give that message if it detects the person is not in the same city/state as you
It’s called a disclaimer and absolves the bank of being responsible for fraudulent transactions. It also opens up the owner of the account to fraudulent activity issues that may result in permanent account closure etc. It’s not something I’d want to be involved with. I value my Apple Cash account too much to risk never having one again.

Well it's not what I mean, it's more if somebody is trying to send me a payment via Apple Pay/Cash before sending me the payment they have a notification saying fraud suspected, like in the picture
and I was more of asking why is that happening, and is it possible to get rid of it, because I use apple pay/cash as a payment method for my clients, for a resell service.
That does make some sense.
