How can I change age my daughter to add debit card to wallet ? Or who can change age in apple ID ?

Update the birth date associated with your Apple ID - Apple Support
After setting her age, please have her log out of her Apple ID on iPhone, do a forced restart and log back into her Apple ID.
Sign out of iCloud on your iPhone, iPad, iPod touch, Apple TV, or Mac - Apple Support
Force restart iPhone - Apple Support
Now try adding her debit card.
