Once an email is sent or received—you can not make changes to that document (email) in place.
There is a new feature in Ventura Mail with a brief window of opportunity...to make edits or cancel.

Can you explain what you mean or what you are trying to do?
I have mail boxes where I save incoming emails
The mail boxes are labeled but two out 100's of different mailbox folders are read only.
I can not put new mail to the folder because it is a read only

So this would be "On My Mac"....(?)
Did you try creating new Mailbox and drag a few of those emails over and test.
There is an add if you move your mouse to the right side to reveal it
Which folder is it and where is it located? Can you add a screenshot of it in the sidebar of Mail?
Does it look any different than the rest of the mailboxes? It is possible to create a folder that holds mailboxes, but not messages. They had a white icon whereas the real mailboxes were blue. I don't know if that is still the case nor if you can actually make one anymore.
