The iOS Security Response 16.5.1 (c) update, won’t let me update. It keeps saying “This update requires a Wi-Fi network connection to download,” even though I am connected to my home Wi-Fi network. What should I do?

Do you by any chance use a VPN on your iPhone? If yes, not only turn it off, but get rid of it. VPN for iPhone is simply unnecessary and can cause issues like this.
