Not able to add card because it shows the device’s region is different but i have change the country in the app’s profile

Your Apple ID region has no bearing on the Wallet App. Not sure what App profile you are referring to, but to change the region for the wallet app, go to Settings ➡️ General ➡️ Language & Region ➡️ Region
