Troubleshooting Locked Used iPhone:
Is this iPhone a "new" possession of yours, yet was purchased as a used item that is locked? If so, it seems you were scammed, though a full-assumption, on my part. This may be a device that was locked through use of Find My. So, if purchased secondhand (i.e. off of eBay or Amazon), then the seller needs to unlock it. This is the site the seller should have used prior to selling it to you: What to do Before you Sell, Give Away, or Trade In your iPhone or iPad - Apple Support. The seller should have known better.
