Can’t create “New Folder”

The “New Folder” is grayed out and also can’t use shortcut. Can create new folder on Home Screen though.

A bit of an explanation. When you click on a tag in the Finder sidebar, a search is done to locate all the files with that tag. They could be spread over different directories on the drive. You can't create a new folder in the search result because the Finder would have no idea what directory the folder should be created in.

No, you create the folder in the right place. You can add a Tag if you want. The tag is irrelevant as to the location of the folder.
