I want to update my final Cut Pro to 10.6.3 or 10.6.4 but the update page in the App Store only allows me to update to 10.6.7 which is full of issues. Anywhere I can find a download for these older updates?

You may be able to download version 10.6.5 if you use a Mac running macOS Big Sur. I don’t think that there is a way to get 10.6.3 or .4 from Apple.
Only certain people, doing certain things with certain types of media have certain problems with FCP 10.6.7 . . . you may not fall into that category. . . . so far I don't.
So make a copy of FCP (anywhere other than the Appplications folder) for safe keeping and download 10.6.7.
It will probably work OK for you but if it doesn't you can simply replace it with the old version you have saved.
Why do you want to update?
If you intend to use an existing project in 10.6.7 you will need to update it, so make a copy of that Library as you will not be able to go back to an earlier version of FCP with an updated Library.

I am running OS Monterey 12.6.7 currently and I use FCP version 10.6.0 currently. I have YouTube videos to produce for my own channel that I wish to get up and running. Most plugins you can now buy need a later version of FCP. I also won't be able to benefit from the Audio upgrade allowing FCP to remove background noise. I am happy to start a new library, but I want a working FCP before starting projects. With 10.6.7 only just launched there is a high chance a lot of my plugins will not work properly as they have not caught up yet.

It would be nice if apple left a download for at least the previous version for customers for example 10.6.6.

Make a copy of your current FCP and download 10.6.7 and give it a try.
Your plugins may well work. I believe the plugins are stored in your Movies/Motion Templates folder, quite separate from FCP so you won't need to reinstall them. They will either work with the latest version or not.
