I cant change country/region for 4 years

In 2019 I've been in Japan for a month and changed my region to Japan. Added bill information that at the moment i have had access to. Bought few apps and tracks in iTunes.

Then when i got back home after about another month or so i have discovered that i cant change it back to my original country and the most annoying part is that i dont have the access to any japanese phone number or JCB credit/debit card, so i cant add payment information. Plus everytime I want to update my apps it says i have some billing problem. Please help me i cant take it anymore
