Why can’t I purchase an in app purchase
I’ve tried to purchase in an app bundle, and it said contact iTunes support. Not sure why.

Click here and ask the iTunes Store staff for assistance. Disabling it from your end won't produce the message to contact them.

You may have disallowed it in the Screen Time Restrictions. Please see the pic below which is self-explanatory
