When using safari, instead of pictures I see a blue square with a question mark in it.

Do. you have the developer mode enabled? If so you might want to get to develop in the menu bar and then deselect disable images.
If you do not have the developer mode enabled you might want to check your browers extensions to see if there is anything causing a conflict. If you see any unwanted extensions, see this instructions on how to disable them
Choose Safari > Settings (or Preferences), then click Extensions.

I assume having Developer in the menu bar means it's enabled, if so images are not disabled in developer.
I have checked Preferences and there are no extensions.
The problem does not occur on every website and not at all when using Firefox.
