what is the white card in my wallet that just says account and has a balance of $10.61

there is a white card in my wallet that is not Apple Pay, nor the apple credit card, that seems to work like a digital gift card. you can load money to it on a schedule that comes from your debit.you can also redeem it for apps, iTunes, products, games on-line or inshore. It is called APPLE ACCOUNT. on my phone it reflects a little over $10, but on my new lap top it has a .61 cent balance which is precisely the amount on my phone -$10. How is that possible? It shows no purchase or usage?
