Why do I keep having to call Apple to make a purchase

I load an Apple Card amount and try to buy and get an error. Have to call Apple to get them to push the purchase thru in a game app

Can not use card It says and it’s very frustrating because i keep seeing Apple references to fix the problem saying “Add a different card” thats hard when a person only has one card to use. And i don't know why apple is trying to take money out of my account i don't have anything due does it do it to try and verify your card is active? Because its trying to take 12$ out .

Do you have a credit or debit card on file? Even though you’re using an Apple Gift Card, credit cards act as proof of age, required for some games, apps and subscriptions.
