You don't pay "with" Apple's iTunes Store, you pay using a payment method in Apple's iTunes Store. Read the links below about various ways to pay for items in the iTunes and App Stores.

This takes the previous payment method one step farther by optionally using it to irreversibly add funds to an Apple ID account balance instead of having the card charged each time.

If an app or feature on your device is not working or is restricted, it may have been disabled using Screen Time, or by an IT administrator if you are using a device owned by an employer or educational institution. With reference to the support article If a message says 'Your account has been disabled in the App Store and iTunes' - Apple Support , you must contact Apple for help if you see that message or one saying "You cannot login because your account has been locked". This is not something you can fix yourself.
