In principle, yes, but that strongly depends on where you are at that moment, use Public Wi-Fi.

See this Apple article: Use captive Wi-Fi networks on your iPhone, iPad or iPod touch

Nowadays, Public Wi-Fi is offered for free, in big cities, shopping centers, in Public Transport (bus & train), airport, restaurants, hotels and others.

That depends on where you live.

Hi jaydon261,

Its understandable for the need for free Wifi everywhere.

But in the current climate, this is not the case.

Some places may offer to choose to share their wifi like Restauranats/Cafes, retail stores, public places, airports, train stations etc.

If your query is setting a Wifi Hotspot for connecting your devices using your iPhone, its possible(considering your mobile/ cellular plan is active).

Just follow the article:

If you get Internet connection without WiFi then it isn't free wifi, it is cellular service you are paying for.

If you get WiFi at home then you are almost certainly paying for it unless somebody such as a landlord has a service provided (in which case you are still paying for it as part of your rent). Somebody pays for it and likely you end up paying for it somehow even if it is by being a customer someplace where they offer "free" WiFi, or taxes or something.
