Says I need to be connected to Wi-Fi but I am an won’t let me update software

Seems you need iPsd to be well changed, and have a strong wi-fi signal for updates:

Update your iPhone or iPad - Apple Support

If needed you can use a computer to update your iPad:

If your iPhone or iPad won't update - Apple Support

Eg: Update your device using a Mac with macOS Catalina or later

or

Update your device using a Mac with macOS Mojave or earlier, or a Windows PC
