how to unlock locked Apple Watch
how can I unlock my old Apple Watch that's been locked due to too many password attempts and isn't connected to my phone anymore.

You will need to erase your watch by using this support article:
Erase Apple Watch - Apple Support
Erasing it when not paired to your phone will enable Activation Lock and will require the Apple ID and Password to be able to set it back up. There is no way around Activation Lock as this would be the same scenario as if your watch was stolen and in that case, the device will be totally unusable by the thief.
