Upgrading OS on a Mac mini (late 2014)

My computer has OS X El Capitan 10.11.6 on it and 2.6 GH memory. Most websites have started not working due to my browsers need upgrading (Chrome and Safari). And these won't upgrade due to my old OS. I was told by a tech at an Apple store, to upgrade my OS to Monterey, but I can't seem to be able to access the ability to do that either.

Can this computer ever to upgraded to a new OS? Or do I have to walk away from this one and buy a new computer?

Thank you!

Mac mini, OS X 10.11
