Can’t recover my iCloud and account I have apple id but not recover iCloud

If you don’t have access to the notes, then you either aren’t using the same Apple ID as was previously used, or the notes were stored on a mail server, or the notes were stored locally on the iPhone.
The mail server stuff involves setting up notes for the mail servers.
Notes stored locally would only be recoverable from an existing device backup.
