Is the fingerprint considered a security key?

No, it is a special piece of hardware. In addition a finderprint is normally part of Touch ID which is the equivalent to entering a passcode. A Security Key is a different level of security normally used when you sign in on a new piece of hardware. As such it is not frequently used, vs. Touch ID which might be used several times per day (and has not been supplanted in most devices by Face ID).
