it keeps saying sync library and I turned it on, but it still keeps popping up on my phone every five seconds and every time I try to fast forward in the song you just start song over and every time I try to go to my profile it says error occurred and it’s been doing this for about 2 hours

Have you tried to do a Force Restart? It may take a couple of attempts to get the key sequence right and the last step of holding the side button can take up to 30 seconds before the Apple logo appears and you can release it.
