How can I update my application, due to I have problems on billing payments
I can update my billing payment, even I try many ways .
The problem is country religion I can’t charge… even I was unsubscribe any items

You need to ZERO your Apple Account balance, it is depending on the amount:

If you have Apple Account balance you can't use.
You can't redeem or return Apple Gift Cards, App Store & iTunes Gift Cards or unused Apple Account balance for cash, except as required by law. If your jurisdiction allows the refund of redeemed gift balances, you can contact Apple Support to request a refund.
When you contact Apple, include the following information:
• Your Apple ID.
• The refund amount.
