Apps no longer show up under Location Services under Privacy and Security after installing 13.5 update.
As a result users are unable to edit location permissions or see what apps have location access.
If a new app tries to request location services, it doesn’t show in System Settings so it’s impossible to enable it. Hopefully macOS 13.5.1 will address that issue.

Yes, the Location Services in " Privacy & Security " has changed and does not Expressly List all the Applications that use this service.
This is a change in Appearance from previous version of Ventura
But it does not mean it is broken as per se
Have just done a few tests running some different Applications that would require this Location Service functions.
They all work as expected
I have noticed a newer appearance of an icon in Upper Right of the Menu Bar.
It will appear with a small Blue Dot and pulsate bright Blue and then to almost white each time an Application that uses the Location Service
It is part of the System Services which Location Service is part of it

I know. There's an angry response on the MacRumors tech blog from a user saying the ADF were gaslighting users that this was a feature change and not a bug. That's all I know.

Once a reply is marked "Best Answer" or "Helpful" by the original poster, it is not changed, correct or not, accident or not.
This is fixed in 13.5.1, just updated to it.
Even after 13.5.1 your actual location won't appear, but the update does fix the "applications requesting your location" appearing in privacy and security. Yeah, the applications are now listed but when it comes to showing your location it's still not working.
Is your Mac connected via WiFi or network cable? Macs do not have GPS and therefore do not have the ability to know where they are. Having a WiFi connection allows only an approximation of your location by triangulating other WiFi signals.

At the moment wifi over starlink. Even if I pull up Apple Maps on the MacBook I still get no location or weather results under “my location” yet now it finally shows up on the “Find My” app at a location I was at 2 days ago (I only updated my MacBook today) when it i’d get no results prior.
Have you restarted the Mac?
Well, yeah. Couple times. Even turning the VPN off didn’t help.
I'd imagine it's a Starlink related issue. With the signal coming from a distant satellite it probably adds complexity to calculating location.

Is there any difference if you use the wifi hotspot from a phone?
I’m not sure, but I’ll find out in 10+ days when I’m no longer in a remote location. No cell coverage where I’m at
