deleting shared library not workiing

I deleted a shared library that I started 30 days prior. My iCloud photos have not synched since and on my main library in my phone it says "Deleting Shared Library" at the bottom. The shared library photos and other recent photos do not show on my computer. My phone is no longer synching with iCloud. If I go into the photos in settings, the library shows "Deleting Shared Library" and does not allow me to change or update it to anything else. It has been in this status for 2 weeks now and not sure where to go to from here.
