I would like to know if Apple is willing to make a feature for our water softener where our customer can control the water softener need from the i phone or watch?

Apple has developed HomeKit as a framework for smart devices. Apple doesn’t make those smart devices, nor their accompanying apps. If you are the company that sells tools to measure (and optionally adjust) the water quality, and have an accompanying app for that tool, then you (or your developers) can chose to integrate that with HomeKit (or Matter), for the unified user interface for smart homes, so that certain messaging, automations, and/or scenes can be configured by the user in a unified and familiar way.
