Apps opening with previously closed records

I've had many calls to Apple support about this issue and have had no resolution. Many of the apps on my iphone 13 get stuck on a particular record and even though I close those records, the next time I open the app it opens with the record that was previously closed, open. This happens in Contacts, Calendar, Mail, Files, and now News. Restarting my phone does not resolve the issue. Everytime I screen share with Apple it somehow resets my phone and the issue goes away for a couple of days and then returns. I've shared screen recordings of the issue with Apple but still no resolution. I see there are many other people complaining of the same phenomenon as far back as iphone 7 and Apple has still not resolved the issue.
