If you have just purchased an Apple Watch and it is asking for some else's Apple ID credentials then the watch is pre-owned and not new, but it was not correctly reset before selling. It is locked by Activation Lock which must be cleared by the original owner.
About Activation Lock on your Apple Watch - Apple Support
If you purchased as pre-owned, please refer the seller to Apple's advice in What to do before you sell, give away, or trade in your Apple Watch, or buy one from someone else - Apple Support for how to clear the lock so you can set it up on your own Apple ID. If the seller can't clear the Activation Lock (or has disappeared) you will never be able to use the watch.
If the watch was supposed to be a New watch, please reject it and return to the seller for a refund. New should mean new, not pre-owned or a returned product.
