After inputting my payment details it keeps saying it’s been declined I either update or change my payment details even after changing it multiple times

Apple is trying to force you to upgrade to one of their newer more expensive storage plans. Its trying to do the same to me even though the payment method I've been using has not changed at all.
when I try to pay my payment info by adding a new Debit Bank Card I get a message that my payment was declined by I cloud, I tunes, Media & Purchases
