i need yo pay my icloud but you keep saying this yo me all time (your payment method was declined. please enter valid payment method information)

You can check the list of payment methods that Apple can accept in your country or region:

or
If your payment method is expired, you would need to update the details:
(As you have a subscription, you would need to add a new card, before you can delete the iold one.)
If you need to change or update your Apple ID payment method - Apple Support
