Card is verified and also cannot make purchases on the App Store either
There are various reports of issues with Japanese transit cards. Several unverified issues are, you can’t use a Visa card to fund cards, you must be in Japan to reload cards, payment networks being down to reload etc. So, it’ll be almost impossible to troubleshoot those issues.
