I am trying to sign into my i-cloud account on the phone i got last year. I do not remember my old i-phone passcode, and do not have access to my old i-phone. I never resete my end tyo end encrypted data because i was scared it would delete all my photos, etc. Please advise.

In addition to the great information from Libby101a, you should review your Trusted Devices after logging in by going to Settings > [name on top], and scroll up to see other devices using your Apple ID and remove the ones no longer needed and your Trusted Phone Numbers at Settings > [name on top] > Password & Security.
