Cannot use the balance on my Apple Card

Received Apple Pay Card with bal. of $1499.00 and cannot use it.

Why does every transaction I use with Apple Pay and a certain card get declined? I have contacted my card issuer and they said there's nothing they can do so to contact apple? What error message do you get when you try to use the card?

Do you have the titanium card and if so, are you swiping or using the chip?

Do you have a card in your Wallet app on your iPhone for using Apple Pay?
