For national flags, and ones from similar organizations, they need to have an ISO-3166 code, and the device manufacturer needs to implement them.

Niel, don’t you have to request emojis from Apple though? If Unicode does create a chicken nugget emoji, don’t the users have to request this emoji from Apple, or how does this work?
