Use an external disk as a second Boot drive

I am attempting to create a second boot drive on my mac that uses macOS Monterey. I have a new external disk but to install Monterey error message -The current boot volume does not have enough free space to install. An additional 2.38GB space needed to install the disk.

The disk is (I believe set up correctly)

Something in your information is unclear. Have you copied or installed data on that external disk? If not, something is wrong. I would then erase and reformat the disk with the Disk Utility app. Then being 'clean' the new operating system should load. if not, then the disk is defective and should be returned for a replacement.
