I've created a new folder under the name "Personal" on my new MacBook and iCloud sync is on for Notes on all my devices. But I cannot see the new folder on my other apple devices. Also, any note I've moved to this folder automatically disappears and I can't seem to find it anywhere. Not even in the Recently Deleted folder.

As the later denotes, On My Mac notes are stored Locally and do not get synced to iCloud.

You should have to do this but have you Logged into www.icloud.com
Then check in the iCloud Notes if the missing notes are there ?
Na, Thanks Phillip. They didn't help as well.
In the end I had to talk to one of the supervisors at apple support and they could retrieve only the ones that were deleted in the last 30 days. Anything before that is unfortunately gone forever.
I've installed a 3rd party app Cisdem Data Recovery for finding lost files but no luck there as well. I've followed steps given in it from here "https://www.cisdem.com/resource/how-to-recover-mac-missing-notes.html".
Can anyone please help me out? Would be greatly appreciated

I've checked iCloud notes on iCloud.com as well. The folder is present but no notes in it.
