iPhone photo shuffle wallpaper selects very limited number of photos

I have the photo shuffle wallpaper set up and about 5k photos in my library. I’ve ticked every person and category available to shuffle, yet I am just given the same 15 or so images repeatedly. Why is the shuffle selection so limited? And can you manually change the selection from time to time so it’s not just the same pictures over and over?
