Can't delete locked app even though I have "Read & Write" Privilege selected

I'm trying to delete an app but it wouldn't delete because it is locked. I did some research and read everywhere to change my permissions under Sharing & Permissions to "Read & Write," but when I tried that it was already selected but I still don't have the ability to unlock the app.
