Why does macOS still require touchpad and mouse to share Natural Scroll settings?

I (still) have to use Scroll Reverser to separate these functions (on a mouse, because it has a wheel, I want pulling down on the wheel to go down but on the touchpad I prefer if pushing up goes down).


The Mouse and Trackpad areas of the Settings menu even have their own Natural Scroll toggles yet switching one will switch the other. This is really dumb design.
